Consumer sentiment improved in October

Today's final release of the Reuters/University of Michigan Survey of Consumers for October indicated improvement in consumer sentiment with a reading of 60.9 but falling 10.4% below the level seen last year while one year inflation expectations declined to 3.2%.

The Index of Consumer Expectations (a component of the Conference Board's Index of Leading Economic Indicators) rose to 51.8, and the Current Economic Conditions Index climbed to 75.1.

It's important to recognize that consumer sentiment has seriously eroded over the past few months with the current results remaining near levels not seen since 1980, a major indication that consumers are in the process of tightening even further on spending.

Giving gaming a bad name

Newsweek has an article with the usual examples of online gaming addiction killing people. That sort of article with always the same examples must have gone through every newspaper and magazine over the last years. For most rational people it should be clear that the chance to die from online gaming addiction is about the same as dying from TV addiction, and several orders of magnitude below the chance of dying from alcohol or drug addiction. But "addiction" makes such a nice word for headlines.

Unfortunately this sort of sensationalist journalism finds easy targets in the so-called "hardcore" players. MMO Melting Pot reported this week that the first Ragnaros HC kill came after 500 wipes, and that even after knowing how it is done most guilds need about 400 pulls before they down Ragnaros. But while MMO Melting Pot asks whether that is good game design (easy question: no, it certainly isn't), I'm wondering about the much more difficult question whether that sort of "hardcore" playing still is sane, or whether such behavior can rightfully be called "addicted".

There is certainly a problem that hardcore gamers are causing to the perception of people playing games in general. Every documentary about gaming (not to mention South Park) shows the unwashed guy living in his mother's basement playing WoW raids excessively while swearing profanities in his headset. We gamers know that this is a caricature, but in the end the perception hurts us all. We get to hear: "Oh, you play video games as a hobby? I've seen a film about that, isn't that rather unhealthy?"

What do you respond to that? That watching TV for 3 days probably isn't healthy either, even if it gets you a world record? Or do you launch the long-winded defence that the overwhelming majority of people playing video games plays them for less hours a day than the average American watches TV, and that a few crazies playing much more aren't representative for the rest of us? Sometimes I wonder if the Chinese aren't wiser than we are, when they impose limits on online gaming. Until then the hardcore gamers are going to be an easy mark for journalists writing about gaming addiction, and will continue to give gaming a bad name.

Lindsay Lohan's dad appears in Florida court (AP)

TAMPA, Fla. ? The estranged father of actress Lindsay Lohan made his first appearance in court on domestic violence charges.

Michael Lohan walked out of the jail Wednesday afternoon. Bail had been set at $5,000.

The 51-year-old Lohan told reporters he "didn't do anything" and this was his girlfriend's way of making money.

Lohan is accused of grabbing his on-and-off girlfriend and pushing her down multiple times during an argument at her Tampa condo Sunday. The judge told Lohan to stay away from 28-year-old Kate Major.

Authorities say Lohan went to Major's condo and that she decided to let him stay even though she had a temporary domestic violence injunction against him in Sarasota County.

BOJ eases policy with eye on yen, Europe crisis (Reuters)

TOKYO (Reuters) ? The Bank of Japan eased monetary policy on Thursday by boosting purchases of government bonds, saying it acted in response to risks posed by a strong yen and Europe's debt crisis to the world's third-largest economy.

The central bank topped up its asset buying program to 20 trillion yen ($263 billion), an increase of 5 trillion yen, while keeping the policy rate at 0-0.1 percent, delivering its second monetary stimulus in three months.

Japan's economy has been recovering from the devastating March earthquake and until recently its central bankers appeared reluctant to ease policy further, counting on fiscal spending on reconstruction and demand from emerging markets to sustain the upturn.

European leaders on Thursday agreed on a comprehensive package of measures to tackle the euro zone's sovereign debt crisis, offering some relief to Japanese policymakers who worry that the crisis may start to hurt their economy as well as emerging Asian nations that are key markets for Japanese goods.

However, the yen's renewed climb to record highs, threatening exports, and lingering doubts whether Europe's agreement this week will lead to a lasting solution to its debt crisis swayed the BOJ board in favor of more action.

"Current yen rises are having a big negative impact on Japanese corporate sentiment and exports," Governor Masaaki Shirakawa told a news conference.

In a rare development at the consensus-minded central bank, former academic Ryuzo Miyao -- regarded as one of the most pessimistic board members -- voted against the move. He called instead for a bigger 10 trillion yen expansion of a broader 50-trillion-yen pool for asset buying and market operations.

Even if investors were not sure about the timing, the scale of the easing came as no surprise, and the yen -- buoyed by safe haven flows fueled by European debt jitters -- barely budged.

At 0700 GMT it traded around 75.82 to the dollar, just off its latest record high of 75.709 struck on Wednesday.

"Foreign investors may be disappointed that the BOJ didn't deliver something extra," said a senior trader for a Japanese bank.

Some analysts also voiced disappointment that the central bank had not acted more boldly.

"Bringing down long-term interest rates is effective in weakening the yen," said Hideo Kumano, chief economist at Dai-Ichi Life Research Institute. "The BOJ decided to focus on increasing JGB purchases this time, but why didn't they decide to buy JGBs with maturities exceeding two years?"

SLOWER, LESS CERTAIN RECOVERY

As expected, the central bank cut its growth forecasts for this fiscal year ending in March 2012 and the next year, while sticking with its view that the Japanese economy would continue a moderate recovery. The BOJ cut next fiscal year's growth forecast to 2.2 percent from 2.9 percent and predicted 1.5 percent growth in the following year, which would still make Japan one of the best performing major advanced economies.

But it also highlighted that overcoming deflation would take time and said a multitude of risks to such a scenario warranted monetary easing now.

The entire increase in the asset buying scheme will take the form of more purchases of government bonds with no increase in private debt, given corporate financing has shown little sign of strain, the BOJ said. In contrast to past expansions, the central bank did not extend the deadline for the purchases, suggesting it will be buying government debt at a faster pace.

Finance Minister Jun Azumi welcomed the BOJ's easing and described Europe's agreement on a 50 percent write-down of Greek debt as a "big step forward", after earlier repeating a customary warning that Tokyo might intervene in the currency market.

"We stand ready to take firm measures on currencies if necessary," he told reporters before the BOJ decision.

The BOJ previously eased policy by boosting its asset buying pool in August, acting in tandem with the Finance Ministry, which ordered Japan's biggest-ever single-day currency intervention, selling more than 4.5 trillion yen.

The impact proved short-lived, however, and the yen crawled back to trade close to its record highs.

This has been a source of deepening frustration for Japanese officials, who argue that a yen rally is one problem too many for a nation grappling with a nuclear crisis, a $250 billion post-quake rebuilding effort and ballooning debt.

Closing arguments made in Conn. hostage-arson case (AP)

HARTFORD, Conn. ? The prosecutor in the trial of a former Connecticut advertising executive charged with kidnapping his ex-wife and holding her hostage for nearly 12 hours has told jurors that the defendant only acted mentally ill to avoid prison time.

The prosecutor told jurors during closing arguments Monday that the real reason Richard Shenkman kidnapped his ex-wife and then burned down the South Windsor home they used to share in July 2009 was so he wouldn't have to hand it over to her as required in their divorce.

Shenkman's lawyer claimed his client was insane at the time.

The defense attorney told jurors that two psychiatrists had diagnosed Shenkman as having psychosis the day of the kidnapping and house fire, and that he had been previously diagnosed with mental illness.

Durable goods orders rose in September

Demand for a range of long- lasting U.S. manufactured goods rose more than expected in September to post the largest increase in six months, cementing views of a step-up in economic growth in the third quarter, even though new orders for transportation equipment fell.

The Commerce Department said on Wednesday durable goods orders excluding transportation rose 1.7 percent after falling 0.4 percent in August. The rise beat economists' expectations for a 0.4 percent increase.

But a drop in demand for transportation equipment as bookings for motor vehicles and civilian aircraft declined pulled down overall orders 0.8 percent. That followed a 0.1 percent dip in August and was in line with economists' expectations for a 0.9 percent fall.

Transportation orders fell 7.5 percent, the largest decline since April.

The tenor of the report was further strengthened by a 2.4 percent jump in non-defense capital goods orders excluding aircraft, a closely watched proxy for business spending. That was the largest increase since March.

That category increased 0.5 percent in August, and last month's increase was well above economists' expectations for a 0.5 percent rise.

The report was further evidence that economic activity picked up in the third quarter after a weak first half. Though manufacturing has slowed in recent months, the September durable goods report pointed to underlying resilience.

Italian Cabinet to meet on growth measures (AP)

MILAN ? Premier Silvio Berlusconi has summoned his Cabinet to discuss growth measures demanded by the European Union to help save the eurozone from its debt crisis.

The EU pressed Italy over the weekend to present measures by Wednesday on how it plans to revive weak growth.

A weekend EU summit tackling the debt crisis failed to make tough decisions but leaders pledged to lay out a plan on Wednesday.

Italy, the third largest euro zone economy, threatens to be the next nation to succumb to the crisis. It has passed euro54 billion ($75 billion) in austerity measures aimed at balancing the budget by 2013, but implementation has been slow and the government has faltered on promised growth measures.

The Cabinet meets Monday evening.

GOP showcasing Hispanic stars (AP)

ALBUQUERQUE, NM ? New Mexico Gov. Susana Martinez, Nevada Gov. Brian Sandoval and Florida Sen. Marc Rubio are popular, relative political newcomers in presidential battleground states.

The rising GOP stars are also Hispanics, something the Republican Party makes no secret of hoping to capitalize on in the upcoming national elections.

National Republicans are inviting them on international fact finding trips, courting them for high-profile public appearances and whispering their names as possibilities for vice presidential nominations.

"They represent the American Dream," said Fred Malek, founder of the conservative American Action Network and its spinoff, the Hispanic Leadership Network, whose mission is to bring Hispanics into the party. "They represent what America is all about how to succeed. How to pull yourself up by the bootstraps, reach success and show leadership. They all share that."

But wooing the Hispanic vote takes more than floating candidates with Latino names, as was obvious last month when the Hispanic Leadership Network held a conference here. Martinez, after delivering the keynote dinner speech, was heckled by a group of some 50 young Latinos upset by her aggressive attempts to repeal a law that lets illegal immigrants get state driver's licenses.

"Stop the Hate," the protesters yelled while a table of conference attendees stood up and began chanting "USA, USA."

The scene underscores the complexities both political parties face as they set their sights on the nation's biggest and fastest growing but traditionally Democratic-leaning minority group ? which is as diverse as Martinez, Sandoval and Rubio and the swing states they represent. Rubio is the son of Cuban exiles, a group that tends to have widely different views on immigration than Mexican-Americans in the Southwest and border-state Hispanics who trace their roots to early Spanish settlers.

"It's just as dangerous to stereotype a Latino or a Latina voter as it is to assume that all white voters think and act the same way," said Dan Schnur, a former GOP strategist who now teaches at University of Southern California.

While having a Hispanic on a Republican ballot will never sway hard core Democrats and many traditionally liberal leaning groups, Schnur says it may cause some voters to give the GOP a second look.

And the Republican Party sees an opportunity to lure more moderate and conservative Hispanics with pro-family, pro-jobs, strong work ethic themes that appeal to immigrants.

"Here is the new frontier of immigrants," Malek said. "The people who came to this country for the same reason my grandparents came to this country at the turn of the last century -- to make their way and build their future."

Martinez is the granddaughter of illegal Mexican immigrants and a long-time southern New Mexico prosecutor who has alienated immigrant rights groups with her stance on the driver's license issue. She represents a state that is nearly 50 percent Hispanic, and one that tends to be more tolerant of Mexican immigrants ? legal or illegal ? than neighbors like Arizona. And while Martinez is the nation's first Latina governor, Hispanic politicians are far from a novelty here.

Sandoval, a former state attorney general and federal judge who took office the same time as Martinez, has focused less on his heritage and has largely avoided hot-button issues like immigration. He has also been more welcoming of the national spotlight.

He traveled at the invitation of the Pentagon to Iraq, Afghanistan and Kuwait, and met with governors in Utah, California, Tennessee and Kentucky to discuss foreign, environmental and economic policy.

Sandoval will be introduced to conservative voters outside Nevada next week when he'll help open a GOP presidential debate and political summit in Las Vegas.

"I want to lead by example and show the people of the party that it's important to me as well as to the state to elect Republican candidates," Sandoval told The Associated Press.

But when it comes to Hispanics, Marco Rauda, a Hispanic Democratic organizer in Las Vegas, said many Latinos in Nevada don't know what to make of Sandoval. He hasn't appointed Hispanics to his administration in notable numbers and his interactions with the community have largely been limited to formal galas and luncheons with Hispanic businessmen.

Rubio, 40, became the youngest Floridian to serve as State House Speaker in 1996. He speaks rapidly and without notes, easily bringing tears to his audiences' eyes with recollections of his immigrant parents' struggles and his appreciation for the country that took them in.

"My dad was 30-something when he came to this country and had to start his life brand new. So my generation in many ways inherited a lot of dreams and hopes," he has said.

Rubio says he is not interested in the vice presidential nomination, though his name topped Michigan's straw poll last month for the post. Fueling further speculation about his ambitions are the numerous Rubio staffers ? including his chief of staff and communications director ? who worked for Mitt Romney's 2008 presidential campaign

Despite his roots, he has largely dodged taking a public stand on tough immigration issues, refusing recently to be interviewed about immigration by the nation's largest Spanish-language network, Univision, whose audience tends to strongly support immigration reform,

"They vote according to policies and they know very well that Sandoval, Martinez and Rubio do not represent the best interests of the overall Latino population in terms of giving them the tools to prosper in this tough economy."

Mexico's newest export to US: Water

Mexico ships televisions, cars, sugar and medical equipment to the United States. Soon, it may be sending water north.

Western states are looking south of the border for water to fill drinking glasses, flush toilets and sprinkle lawns, as four major U.S. water districts help plan one of two huge desalination plant proposals in Playas de Rosarito, about 15 miles south of San Diego. Combined, they would produce 150 million gallons a day, enough to supply more than 300,000 homes on both sides of the border.

The plants are one strategy by both countries to wean themselves from the drought-prone Colorado River, which flows 1,450 miles from the Rocky Mountains to the Sea of Cortez. Decades of friction over the Colorado, in fact, are said to be a hurdle to current desalination negotiations.

The proposed plants have also sparked concerns that American water interests looking to Mexico are simply trying to dodge U.S. environmental reviews and legal challenges.

Desalination plants can blight coastal landscapes, sucking in and killing fish eggs and larvae. They require massive amounts of electricity and dump millions of gallons of brine back into the ocean that can, if not properly disposed, also be harmful to fish.

But desalination has helped quench demand in Australia, Saudi Arabia and other countries lacking fresh water.

Dozens of proposals are on the drawing board in the United States to address water scarcity but the only big project to recently win regulators' blessings would produce 50 million gallons a day in Carlsbad, near San Diego. A smaller plant was approved last year in Monterey, some 110 miles south of San Francisco.

Mexico is a relative newcomer to desalination. Its largest plant supplies 5 million gallons a day in the Baja California resort town of Cabo San Lucas, with a smattering of tiny ones on the Baja peninsula. Skeptics already question the two proposed plants in Playas de Rosarito ? known as Rosarito Beach to American expatriates and visiting college spring-breakers.

"It raises all kinds of red flags," said Joe Geever, California policy coordinator for the Surfrider Foundation, an environmentalist group that has fought the Carlsbad plant for years in court, saying it will kill marine life and require too much electricity.

Water agencies that supply much of Southern California, Phoenix, Las Vegas and Tijuana, Mexico, are pursuing the plant that would produce 50 million gallons a day in Rosarito near an existing electricity plant. They commissioned a study last year that found no fatal flaws and ordered another one that will include a cost estimate, with an eye toward starting operations in three to five years.

Potential disagreements between the two countries include how the new water stores will be used.

The U.S. agencies want to consider helping pay for the plant and letting Mexico keep the water for booming areas of Tijuana and Rosarito. In exchange, Mexico would surrender some of its allotment from the Colorado River, sparing the cost of laying pipes from the plant to California.

Mexico would never give up water from the Colorado, which feeds seven western U.S. states and northwest Mexico, said Jose Gutierrez, assistant director for binational affairs at Mexico's National Water Commission. Mexico's rights are enshrined in a 1944 treaty.

"The treaty carries great significance in our country. We have to protect it fiercely," Gutierrez said.

Rick Van Schoik, director of Arizona State University's North American Center for Transborder Studies, said laying a pipeline across the border would be too costly.

"It's expensive enough to desalinate. I just don't see how it calculates out," he said.

The other big plant proposal joins Consolidated Water Co., a Cayman Islands company, with Mexican investors. Their proposal would send much of its 100 million gallons a day from Rosarito to the United States via a new pipeline, with operations beginning in 2014.

Mexico isn't likely to approve both plants, said Gutierrez, whose government is sponsoring the 50-million-gallon-a-day plant with the Metropolitan Water District of Southern California, the San Diego County Water Authority, the Central Arizona Water Conservation District and the Southern Nevada Water Authority.

A key question is whether Mexico will allow water first used at the neighboring electric plant to be desalinated ? a giant potential savings. California recently adopted rules that prohibit the state's electric plants from sucking in vast amounts of seawater to cool their machinery.

The Carlsbad plant illustrates how difficult it can be to build a plant in California. Poseidon Resources Corp., based in Stamford, Conn., has survived about a decade of legal challenges and regulatory review.

The company, which plans to begin major construction when it secures financing, was required to restore 66 acres of wetlands and take other measures to offset carbon emission from the electricity it consumes.

The San Diego County Water Authority is also considering a plant at Southern California's Camp Pendleton that would produce up to 150 million gallons a day. Poseidon wants to build one in Huntington Beach, near Los Angeles, that would churn out 50 million gallons a day. Those ideas face significant challenges.

"The planets will never be in alignment like they were in Carlsbad," said Tom Pankrantz, editor of Water Desalination Report. "They had the right project, at the right place, at the right time."

The San Diego agency wants to get 10 percent of the region's water from desalination by 2020 as a way to lessen its dependence on the Colorado River, which is connected by aqueduct about 200 miles away. Tijuana also wants to rely less on the river, a priority that gained urgency after a 2010 earthquake knocked out its aqueduct for about three weeks.

The U.S. and Mexico can save money by joining forces, achieving economies of scale, said Halla Razak, the San Diego agency's Colorado River program manager. At least half of the plant's water would stay in Mexico, she said.

"Mexico is the entity that is driving the project, even more than the United States," she said.

U.S. and Mexican officials say they expect the new plants will adhere to the same standards as California, including water quality, but that Mexico's regulators may act faster and shield sponsors from legal challenges.

"The Mexicans will ask all the same questions that we ask here, but it's not endless lawsuits," said Mark Watton, general manager of Otay Water District, which would buy about 20 million gallons a day from Consolidated's Mexico plant for its San Diego-area customers. "You get an answer quicker."

Taiwan expects tougher SKorean trade competition (AP)

TAIPEI, Taiwan ? Taiwan will seek to sign investment agreements with the U.S. and European Union to head off competition from South Korea after its main rival completed a free trade deal with the U.S., an official said Friday.

Taiwan hopes the deals to encourage mutual investment could pave the way for broader agreements to cut or curtail import duties, said Taiwan Board of Foreign Trade official Tai Wan-rong.

South Korea completed its long-delayed free trade pact with the U.S. on Wednesday, three months after its other free trade pact with European Union came into effect.

Taiwan has had little success in pushing for free trade deals because its major trading partners, including the U.S. and European Union, recognize Beijing instead of Taipei. China claims Taiwan as part of its own territory not entitled to any trappings of a sovereign state. The two sides split amid civil war in 1949.

Taiwan sees South Korea as its top rival in trade. Officials view South Korea's nearly 20 percent export growth in September as a sign of the strength of its economy. Taiwanese exports grew 10 percent in the same month.

The South Korean free trade deals will put Taiwanese exports of textile, machinery, auto parts and plastics goods at a disadvantage, Taiwanese industry leaders in those sectors say. However, Taiwanese computer and chip exports will not be so negatively affected because of agreements Taiwan has signed with the EU and U.S. exempting those products from tariffs.

To head off competition from South Korea, the Taiwan government has sought to widen its tariff free status with China, its largest trading partner.

Under a broad trade deal signed last year, China cut tariffs on more than 500 Taiwanese products. Another 4,000 items ? including thin-film display panels ? are up for negotiation.

However, South Korea is also seeking to sign a free trade pact with China, which also is its biggest trading partner.

"South Korea has aggressively sought regional integration to bolster not only exports but industrial and other bilateral cooperation, all of which will pose a threat to Taiwan's export-driven economy," said Liu Ta-nien, an economist with Taiwan's Chunghua Institute of Economic Research.

Apple rejects Samsung's settlement offer in Australia, seeks to 'maintain the status quo'

"Thanks, but no thanks." That's essentially what Apple told Samsung today, in rejecting an offer to end their ongoing patent dispute in Australia. Samsung's proposed settlement, presented on Friday, would've allowed the manufacturer to sell its Galaxy Tab 10.1 within Australia as early as this week, despite Apple's contention that the tablet infringes upon a handful of its patents. The agreement would've also resulted in a speedy court decision, but today, Cupertino told an Australian court that the proposal was simply unacceptable. "It is one we don't accept and there is no surprise," Apple attorney Steven Burley told reporters. "The main reason we are here is to prevent the launch and maintain the status quo." Samsung's lawyers, meanwhile, acknowledged that the rejection now lessens the chances for any settlement at all, arguing that a truce "is not going to be achievable... given the positions advanced by each party," and that the litigation may extend well into 2012. One of the Samsung's attorneys, Neil Young, added that his client isn't in a rush to conclude the dispute, speculating that it may take until March to prepare its defense. "If we can't get a decision out by mid-October, there is no urgency," Young explained. Neither Samsung nor Apple have offered official comment on today's developments, but we'll keep you abreast of the latest.

DETROIT - Justin Verlander struck out 11 in eight gritty innings and Jose Valverde stopped a New York Yankees rally for the second straight night, whiffing Derek Jeter with two on to close out the Detroit Tigers' 5-4 victory Monday.

Delmon Young hit a tiebreaking homer in seventh off Rafael Soriano and the Tigers took a 2-1 lead in the best-of-five American League playoff, pushing the Yankees to the brink of elimination.

Their hopes ride Tuesday night on A.J. Burnett, the $82.5 million pitcher who was so unreliable this season that he wasn't supposed to get a start in this series. A rainstorm changed all that when Game 1 was suspended Friday night, forcing both teams to alter their pitching plans.

Verlander and New York ace CC Sabathia were back on the mound after their series-opening matchup at Yankee Stadium was halted after only 1? innings.

While Sabathia didn't make it through the sixth Monday, Verlander was still hitting 100 mph on the stadium radar gun in the eighth.

Valverde took over in the ninth ? and another dramatic ending followed. The All-Star closer, who was perfect in 49 save chances this season, walked two and got a warning-track flyout before striking out Jeter to end it.

Trailing by four in the ninth on Sunday, the Yankees scored twice against Valverde before he got Robinson Cano to ground out with two on to close out a 5-3 victory in Game 2.

After two games in New York that took three rainy days to finish, Comerica Park was dry on Monday, with the exception of the fountains beyond center field. The Yankees managed two quick runs off Verlander in the first, but the 24-game winner settled down. He appeared to be laboring at times, allowing four runs, six hits and three walks, but he stayed in for 120 pitches and Detroit produced just enough offense.

Brett Gardner tied it for the Yankees with a two-run double in the seventh, but Young answered with a line drive that barely cleared the wall in right field to give the Tigers a 5-4 lead.

It was reminiscent of Young's homer in Game 1 at Yankee Stadium ? which came before a downpour Friday night that forced that game to be suspended and knocked both Verlander and Sabathia out for a couple of days.

Tigers manager Jim Leyland altered his lineup slightly from Game 1 against Sabathia, putting Santiago at second base instead of Ryan Raburn and batting him second. Santiago has hit .292 against Sabathia (7 for 24) in the regular season, while Raburn is 4 for 23 against the New York ace.

Sure enough, in the bottom of the fifth, with one out and a man on second, Santiago hit an RBI double to left-center to make it 3-2.

Detroit added another run off Sabathia in the sixth. Jhonny Peralta followed Don Kelly's bunt single with a double to left that appeared to bounce off a pole in the fence, caroming strangely to the left while the runner came around to score.
